现在的微信朋友圈,有越来越多的人使用仅展示最近3天或半年朋友圈等功能。在过去,人们总是担心会被遗忘,而现在,人们却常常希望自己的信息可以被抹去,最好不要被搜索引擎搜索到。但在互联网时代,一切信息都有被记录和被公开的可能,这使得“遗忘”这件事变得困难起来。
近日,欧洲法院将对谷歌与法国之间有关“被遗忘权”区域范围的诉讼做出评论。什么是“被遗忘权”?被遗忘权(right to be forgotten),也叫做“被遗忘的权利”。这项规定由欧洲法院在2014年5月通过,具体可以概括为:普通公民有要求数据控制者删除其隐私数据的权利。简单来讲,如果一个人想被世界遗忘,相关主体应该删除有关此人在网上的个人信息。
根据之前欧洲法院的要求,谷歌开始根据个人申请,删除对其声誉造成不利影响的网页链接,然而这仅局限于法国及欧洲本土范围。法国国家自由和信息委员会(CNIL)要求谷歌应在全球范围内都实现“被遗忘权”。谷歌对此表示反抗,并认为法国的要求会导致全球效应,很多国家会纷纷效仿,进而破坏获取信息自由的平衡,带来更多的麻烦。
