Silence.
时间过了将近1分钟，正在会议主持者和与会者更感到疑惑之际，周兴和才接着刚才的话又讲了起来：

“今年5月15号到5月18号，政府的禁烟令，电台、报刊铺天盖地地宣传，禁止农民烧秸秆。5月18日，《华西都市报》报道，《农民吃了豹子胆，秸秆照烧不误》；《成都商报》报道，《成都周边依然狼烟四起》。我可以告诉大家，这两个报社的记者，都是坐我的车去采访的。”周兴和停了停，又接着讲道，“就在那几天，每到晚上，成都周边有上万人的执法禁烧队伍，分布在农村的田间地头。我送记者采访走到双流县的金花村，看见了数十堆秸秆依然还在燃烧。20多个执法队员赶到现场，农民看见记者和执法队伍来了，赶紧把火扑灭了。执法队员见人家扑灭了火堆，当然无话可说，因为政府的《通告》上并没有说，要把焚烧秸秆的农民都抓起来呀！……

“可，我把车开出不到5公里，我未征求记者们的意见，又将车调头回到了刚才的现场，看到的是这样一个镜头：农民又在逐堆点火了！记者们当即拍下了这些画面……”

这哪里是在介绍他们的科研生产项目，这是在给大家讲题外的故事呀！但，令人感到奇怪的是，会场里竟然静悄悄的，似乎台上的领导和台下的听众对他讲的故事都还挺感兴趣。

“我和记者们采访的第二个地点，是在双流机场附近。一位老农民在他的麦田里点燃了7堆秸秆。记者和执法队员前去质问他：‘禁烟令你知不知道？’老农答道：‘知道。’执法队员问：‘电视报纸上讲的焚烧秸秆的危害你晓得不？’老农答：‘晓得。’这位老农一边说一边继续点燃了第8堆、第9堆、第10堆秸秆。记者赶紧拍下了这些画面。执法队员火了，真想立即把这位顽固不化的老农民抓起来。这个老农见此情形，竟不慌不忙地上前对执法队员们说：‘其实我也不是要跟政府作对，也是不想烧的。但春种季节性很强，15天之内不能把秧苗插下去，就会影响我一家今年的吃饭问题呀！如果我把秸秆堆在房前屋后，不但费时费工，还容易引起火灾。你们来了这么多人，我把秸秆送给你们，你们把他搬走，我就不烧了。’
"The second place I visited with the journalists was near Shuangliu Airport. An old farmer lit seven piles of straw in his wheat field. “执法队员听了老农一番话，也真是无可奈何。是呀，老农民说得并没错。成都周边每年几百万吨秸秆往哪里堆放呢？是堆在省政府大楼，还是堆在市政府大院呢？作为一个人民的政府，首先就应该为农民的秸秆找出路。目前处理秸秆最大的能力是机耕还田，埋在地里腐烂为肥，但这样做依然存在不少隐患。秸秆埋下田，要一年才能腐烂，秧苗在秸秆上会死亡，麦草浮在水面上，会把一些秧苗盖死。这样不但不会增加有机肥的肥效，反而会让粮食减产；农民下田插秧薅秧，时有伤手伤脚现象；用玉米秆麦草秆作猪牛的饲料，用量很小，根本没有蛋白质营养；另外很多处理秸秆的技术操作性并不强……”

“是呀，面对这样的局面，该怎么办呢？”周兴和停了一两秒钟，接着说道，“我们公司研究的秸秆建材，集秸秆收购、秸秆粉碎、加工成产品、秸秆变墙材、装饰材料为一体，不但能美化城市，还能保护耕地，完全可以形成一整套的示范工程……”

周兴和只好回过身来，歉意地对大家点点头，重新坐下，继续他的发言。他讲到：如果用秸秆生产建材，能增加多少人员就业，农民能增加多少经济收入。他肯定地说，农民卖秸秆的钱，完全可以交够提留款和农业税了！周兴和的发言，没有空话废话，完全是用数据说话。最后，他说：“各位领导和同志们，我们农村的农田里，每年要生产两季秸秆，农民每亩田的秸秆能卖200多块钱，到那时你们政府再做宣传请农民烧掉秸秆，农民会说，我家有7亩田，就相当于要烧掉1000多元钱啊，我们又不是疯子，把这么多钱烧掉了干什么！到那时，我们就可以真正解决秸秆焚烧问题，彻底根治这贻害无穷的后患了！”

周兴和的发言时间持续了53分钟。蒋代省长不时轻轻点着头，急切地用笔在本上记录着。周兴和的发言完了，会场竟静默了几分钟，似乎大家还沉浸在他为人们描绘的彻底根治秸秆焚烧的情景之中。

2021年9月5日《廉政内参》第4期的第38页“人民心声”栏目刊登标题“我国建筑和建材领域一场颠覆性的革命”，其中第三节（第42页）小标题“愿星河新型材料的伟大发明得到国家大力推广，造福人类”的第七行摘要：“在当今中国，利用自己研发的高新科技成果走向世界的有两个人和两个项目：一个是袁隆平先生和他的杂交水稻，正在解决人们的吃饭问题；一个是周兴和先生和他的秸秆建材，正在解决人们的住房问题”。合乎科技兴国的伟大战略。
