这次英国脱欧的主要支持者是 Boris Johnson，奥运会开幕式上超有个性的伦敦市长，个人还是蛮喜欢他的政见的，保守党里面的小政府主义者：

Boris Johnson:"[I am] free-market, tolerant, broadly libertarian (though perhaps not ultra-libertarian), inclined to see the merit of traditions, anti-regulation, pro-immigrant, pro-standing on your own two feet, pro-alcohol, pro-hunting, pro-motorist and ready to defend to the death the right of Glenn Hoddle to believe in reincarnation."

Ideologically, Johnson has described himself as a "One-Nation Tory". Academic Tony Travers of the London School of Economics described Johnson as "a fairly classic – that is, small-state – mildly eurosceptic Conservative" who like his contemporaries Cameron and Osborne also embraced "modern social liberalism". The Guardian agreed that while Mayor, Johnson had blended economic and social liberalism, with The Economist claiming that in doing so Johnson "transcends his Tory identity" and adopts a more libertarian perspective. Stuart Reid, Johnson's colleague at The Spectator, described the latter's views as being those of a "liberal libertarian". Johnson's biographer and friend Andrew Gimson noted that while "in economic and social matters, [Johnson] is a genuine liberal", he retains a "Tory element" to his personality through his "love of existing institutions, and a recognition of the inevitability of hierarchy".

英国因为公投，触发了欧盟条约的 Article 50，这个条款并不复杂：

1. Any Member State may decide to withdraw from the Union in accordance with its own constitutional requirements.

2. A Member State which decides to withdraw shall notify the European Council of its intention. In the light of the guidelines provided by the European Council, the Union shall negotiate and conclude an agreement with that State, setting out the arrangements for its withdrawal, taking account of the framework for its future relationship with the Union. That agreement shall be negotiated in accordance with Article 218(3) of the Treaty on the Functioning of the European Union. It shall be concluded on behalf of the Union by the Council, acting by a qualified majority, after obtaining the consent of the European Parliament.
3. The Treaties shall cease to apply to the State in question from the date of entry into force of the withdrawal agreement or, failing that, two years after the notification referred to in paragraph 2, unless the European Council, in agreement with the Member State concerned, unanimously decides to extend this period.
4. For the purposes of paragraphs 2 and 3, the member of the European Council or of the Council representing the withdrawing Member State shall not participate in the discussions of the European Council or Council or in decisions concerning it.A qualified majority shall be defined in accordance with Article 238(3)(b) of the Treaty on the Functioning of the European Union.
5. If a State which has withdrawn from the Union asks to rejoin, its request shall be subject to the procedure referred to in Article 49.

相关的 218(3) 条款是：

3. The Commission, or the High Representative of the Union for Foreign Affairs and Security Policy where the agreement envisaged relates exclusively or principally to the common foreign and security policy, shall submit recommendations to the Council, which shall adopt a decision authorising the opening of negotiations and, depending on the subject of the agreement envisaged, nominating the Union negotiator or the head of the Union's negotiating team.

相关的 238(3)(b) 条款是：

3. As from 1 November 2014 and subject to the provisions laid down in the Protocol on transitional provisions, in cases where, under the Treaties, not all the members of the Council participate in voting, a qualified majority shall be defined as follows:
(a) A qualified majority shall be defined as at least 55% of the members of the Council representing the participating Member States, comprising at least 65% of the population of these States.
A blocking minority must include at least the minimum number of Council members representing more than 35% of the population of the participating Member States, plus one member, failing which the qualified majority shall be deemed attained;
(b) By way of derogation from point (a), when the Council does not act on a proposal from the Commission or from the High Representative of the Union for Foreign Affairs and Security Policy, the qualified majority shall be defined as at least 72% of the members of the Council representing Member States comprising at least 65% of the population of these States.

相关的 49 条款是：

Any European State which respects the values referred to in Article 2 and is committed to promoting them may apply to become a member of the Union. The European Parliament and national Parliaments shall be notified of this application. The applicant State shall address its application to the Council, which shall act unanimously after consulting the Commission and after receiving the consent of the European Parliament, which shall act by a majority of its component members. The conditions of eligibility agreed upon by the European Council shall be taken into account.

The conditions of admission and the adjustments to the Treaties on which the Union is founded, which such admission entails, shall be the subject of an agreement between the Member States and the applicant State. This agreement shall be submitted for ratification by all the contracting States in accordance with their respective constitutional requirements.

条款里面关于多数的要求对于国家比例和人口比例有非常具体的要求，这个和美国的联邦制条款有所不同，不知道是为了作何规避；并且区分对待自身提出的需求和外部给到的要求时候 qualified majority 的定义，也是蛮有意思的。

Boston Dynamics is an engineering and robotics design company that is best known for the development of BigDog, a quadruped robot designed for the U.S. military with funding from Defense Advanced Research Projects Agency (DARPA), and DI-Guy, software for realistic human simulation.

创始人是 Marc Raibert，吴军的《大学之路》里面系统的介绍过 MIT 的体系对教授创业的支持，Boston Dynamics 便是非常好的案例：

Marc Raibert (born December 22, 1949) is a former Carnegie Mellon University and MIT professor who founded the CMU Leg Lab in 1980, moved it to MIT in 1986, and continued to direct it through 1995. He founded Boston Dynamics, a simulation and robotics company in 1992. Raibert developed the first self-balancing hopping robots, a significant step forward in robotics. Raibert earned a BSEE from Northeastern University in 1973 and a Ph.D from MIT in 1977. His dissertation is entitled "Motor control and learning by the state space model".
