在6月1号儿童节那天，特朗普宣布退出《巴黎协定》，引来国际社会各方关注，当然批评的声音是主要的，因为这对于全球气候问题又是一大严峻考验。

我在China Daily上看到一篇社论(editorial)，题目为“Trump gives the world more reasons to save our planet”，做了简单的解析，分享给大家。今天是前半部分, 明天分享后半部分。

1.Once in a while (偶尔) there comes a time when just a single action changes for better or for worse (不论好坏) the course of the world.

析：注意there comes a time when...表示“到了...的时候”，比方说There comes a time when you need to make a choice.

另外when引导的从句中a single action changes the course of the world表示“单一的行为会改变世界的进程”。

2.The 21st century, during its short span (短时间), has experienced quite a few(相当多) such moves, with one being made by the leader of the richest and strongest country of the world on Thursday.

析：span  (n.the amount of time that something lasts), 表示“持续的时间”，例如a span of six years；还可以表示“桥的跨度”。

这句话可以理解为“21世纪走过的时间还不长，但是却已经历经了许多变动，其中之一便是来自世界上最富有和强大国家的领导人在周四引起的变动”。

3.The consequences of the move can only be guessed as of now (到目前为止). Yet it doesn't take rocket science (并不难) to fathom (理解) that US President Donald Trump's decision to pull the United States out of the 2015 Paris climate change agreement (《巴黎协定》) makes the future of concerted (共同的) global action against climate change uncertain.

析：注意rocket science表示“高深复杂之事”，例如 It’s not rocket science表示“不是难事”，这是很地道的英语表达。

注意原文“退出”一词用到了pull out of；

另外，concerted表示“齐心协力的，共同的”，常见搭配有concerted efforts，相当于joint efforts（共同的努力）。

这句话大意是“特朗普退出《巴黎协定》决定使得全球共同应对全球变暖的行动更加不确定。”

4.The signs of the times to come were visible (明显的) at the end of March, when Trump signed the "Energy Independence Executive Order" (能源独立行政命令) to "annul"(废除) the Barack Obama administration's legislation on reducing coal, oil and gas production and curbing carbon emissions (控制碳排放).

析：注意annul [ə'nʌl] v. “取消，废除”；注意区别annual ['ænjʊəl] adj. “年度的，每年的”

注意curb [kɜːb] v. “控制，遏制”，相当于control。

这句话是说“特朗普的这一决定在三月底已经十分明显，当时他签署了‘能源独立’的行政命令，来废止奥巴马政府对于减少碳、石油和天然气产量，控制碳排放的法令。”
