And having a public transport network facilitates access to the city centre.

On the other hand, if all vehicles are concentrated in the city center to park, it will lead to the concentration of car exhaust emissions in the city center, not conducive to the air quality of the city center. If all the cars are parked in the center of the city, it will lead to traffic congestion and chaotic traffic lines, which is not conducive to forming a good public transport network.
