情况一：
右键 - 新建 消失

查到大部分教程是针对这一个消失的修复方式，具体方式是：
Win + R 打开运行面板：
运行
输入 regedit，点击确定，打开注册表编辑器
注册表编辑器
复制路径：计算机\HKEY_LOCAL_MACHINE\SOFTWARE\Classes\Directory\Background\shellex\ContextMenuHandlers\New
粘贴到路径栏，回车：
路径栏
检测默认值是否为：{D969A300-E7FF-11d0-A93B-00A0C90F2719}
下面开始进行修复操作：
回到桌面，Win + R 输入 notepad
运行
复制下方内容粘贴，保存文件，命名"repar.bat"，右键，以管理员身份运行

情况二：

文件夹 消失
Win + R 打开运行面板，输入 regedit，打开注册表编辑器
运行
定位到路径：计算机\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Discardable\PostSetup\ShellNew
注册表编辑器
双击Classes，一开始出问题是Folder消失了，可尝试添加看是否生效，不行继续往下看

回到桌面，Win + R 输入 notepad
运行
复制下方内容粘贴，保存文本文件 "repair.reg"，右键，以管理员身份运行
