Could not satisfy constraints for 'horizon': installation from path or url cannot be constrained to a version

在使用devstack 安装 openstack时报错如下：
Could not satisfy constraints for 'horizon': installation from path or url cannot be constrained to a version

这个错误主要发生在已安装过devstack，然后卸载重新安装的情况；
这是由于pip的版本问题引起的，目前社区提供的临时解决方案是：
在安装devstack前，在/opt/stack/requirements/目录下执行 git reset --hard，然后再执行./stack.sh进行安装。
