    <PublishWithAspNetCoreTargetManifest>false</PublishWithAspNetCoreTargetManifest>
  </PropertyGroup>
</Project>

是Core的项目在FolderProfile.pubxml文件下添加

<PublishWithAspNetCoreTargetManifest>false</PublishWithAspNetCoreTargetManifest>
