The government now plans to establish some car-free zones in the center of the city. Some like this plan for they believe it can help eliminate traffic congestion, while others dislike it because not being able to reach places like stores and restaurants by car is very inconvenient to them. What do you think of the plan and why?
If the government intends to establish those car-free zones, it may put itself into a dilemma of being considered to be not trustworthy. The reason why an increasing number of people purchase private cars is that cars enable them to drive wherever they want to go and they do enjoy the autonomy and convenience. If they find themselves being deprived of such freedom made possible by cars, they may not trust the government any longer, because from their perspectives, what the government does runs counter to its so-called policy of prioritizing people's interests. For one thing, those who normally drive to the city center for entertainment (such as going shopping in malls or enjoying a feast in restaurants) will feel frustrated. For another, those who actually live in downtown areas will make complaints since they cannot even park their cars nearby their homes.
intend to do sth.
enjoy the autonomy and convenience
be deprived of...
from one's perspective
run counter to...
prioritize people's interests
Reasonable as it may sound, the plan of establishing some zones which prevent private cars from entering cannot fundamentally solve the problem of traffic congestion. Despite the fact that people are not allowed to drive their cars to or park their cars in the center of the city helping reduce the possibility of heavy traffic in city center, it doesn't necessarily mean that people will not use their cars. People may choose to park somewhere nearby the center of the city, which will cause more traffic problems in other regions.
cannot fundamentally solve the problem of...
reduce the possibility of...
