New public service is based on several famous theories, such as New public management, The theory of citizens and community and so on, from which it also absorbs thoughts. NPS is a set of theory of public management evolving around citizens, public interest and rights of citizens. it represents the change of administrative value( from bureaucracy to equality) and the back of public philosophy(origin from origin of state ). So NPS does not provide a new content different from the previous, but predicts the coming of new mode or tools based on such values as citizens, rights of citizen, responsibilities and public interest, which contributes more to participation and deliberative democracy.

Public administration’ famous paradigms can be divided into two sides: the bureaucracy and the equality. Different times or different phrases demand different measures to achieve different level of goal. Society developing and people’s demands upgrading, the meaning of ultimate aim (serve people) is always changing. That makes different values, such as bureaucracy and equality, take turns to dominate government’s action. Take China’s social main contradiction as an example, social contradiction had been between people’s growing material and cultural needs and backward productive force since 1978 after which government pay more attention to GDP than environmental protection and others. Until 2019, the contradiction between the yearning of better life and unbalanced and insufficient development dominates government’s action. The former wants quantity; the latter emphasizes quality. That’s one kind of forms social development shows, whose logic is that people’s needs will be increasingly sophistical and high like auger-tape rise. So the products government provide will be more high quality, more diverse and more humanized.

Apart from that, tools government use are supposed to be gentle compared with compulsory regulations or orders.
