It is beyond any doubt that what the picture intends to convey is far reaching. By satirizing the phenomenon of making high-sounding promises for nothing but one's own duty the cartoonist reminds us that such phenomenon is not rare/ isolated in our society and life, but rather common. According to a recent newspaper survey, administration departments promise efficient performance of their tasks, without any bribery involved. Again, commercial enterprises promise to offer excellent products at reasonable prices and with warm services. In short, these days, it has turned out to be a growing trend worth our great concern.

Considering the possible negative aspects of doing this, we may come up with some tentative suggestions as follows. First of all, the authorities concerned have to make relevant rules and regulations to these promises. What's more, the public should be educated to be more self-conscious. In addition, we have to take practical actions to enhance our present social atmosphere.
