In an audacious pre-Christmas round ofpardons, President Trump granted clemency on Tuesday to two people who pleadedguilty in the special counsel’s Russia inquiry, four Blackwater guardsconvicted in connection with the killing of Iraqi civilians and three corruptformer Republican members of Congress.
