刘砚平，男，汉族，1973年出生。2011年结业于清华大学美术学院。沧州市南皮人。网名：晴朗的心，清风客，清闲一客。系中国智库文化科技专家委员会委员、中智文科研究室副主任、（教育部）教育专家及平台建设专家、（文旅部）全国美术考级监考官、中国人民大学助理讲师。
自幼酷爱绘画，刻苦钻研绘画艺术。1990年，向齐大鹏、王树珩、潘清溪、杨泽等先生学习国画，书法；2011年受到国画泰斗喻继高大师的指导，拜喻老为师；2011年在清华大学，受教于霍春阳，王界山，李翔，李燕，程大利，何延喆，杨琪，刘贞麟，宋唯原，毛国典等导师。
Liu Yanping, male, Han nationality, was born in 1973. Graduated from Tsinghua University Academy of Fine Arts in 2011. Nanpi people in Cangzhou City. Screen name: sunny heart, breeze guest, leisure guest. He is a member of the China Think Tank Culture and Technology Expert Committee, deputy director of the Sino-Chile Liberal Arts Research Office, an education expert and platform construction expert (Ministry of Education), an invigilator of the National Art Examination (Ministry of Culture and Tourism), and an assistant lecturer of China Renmin University.I loved painting since I was a child and studied the art of painting assiduously. In 1990, he studied Chinese painting and calligraphy from Mr. Qi Dapeng, Wang Shuheng, Pan Qingxi and Yang Ze. In 2011, he was guided by Master Yu Jigao, the master of Chinese painting, and worshipped Yu Lao as a teacher; In Tsinghua University in 2011, he was taught by Huo Chunyang, Wang Jieshan, Xiang Li, Li Yan, Cheng Dali, He Yanzhe, Yang Qi, Liu Zhenlin, Song Weiyuan and Mao Guodian.
