The failure of vaccine distribution in America can be blamed on the government and the US Army General Gustave F.Perna admitted its planning error. The government    stimulated vaccine production while monopolizing it and failed to imposed sufficient doses from the pharmaceutical company.  With insufficient vaccines and the inefficient delivery system, a large number of Americans can't receive a vaccine. Furthermore, state and country officials should also be blamed. They imposed penalties to prevent vaccine recipients without criteria, which exacerbated the shortage of vaccines. In response, the government has announced accelerated vaccine distribution but may not working.
