"denied"
另一个值得注意的词是"denied"（或者"refused"）。
在相关语境下可以与"rejected"（不予受理）作区分，用于表述受理后作出驳回或不予批准的处理：

作出受理决定，表明有关事项进入受理阶段（processing）。
Once you receive notice that the IRS has accepted your return, you can be confident the IRS has begun processing it.

因此，"accepted"表明受理开始的时点，而"processing"表述受理的过程。
"received"
与此相关的一个词汇是"receive"，前文隐约指出，"received"只表明收到相关的"filing"，与"accepted"相区分。
但这是否表明，"receive"绝对不能作"受理"理解呢？请看以下两例：

"in good order"
一般来说，收到"filing"的机构在决定是否"受理"前，会进行初步审核。
这是一种形式审查，旨在确认相关的"filing"是否"妥善提交"（in good order）/形式符合要求（in proper form）：
When the staff has determined the application is in good order, it will announce in a Public Notice that the application has been accepted for filing.

何谓"in good order"/"in proper form"实在是一个模糊不清的问题，要看具体语境中的界定：
Applications that are incomplete or inaccurate or ambiguous or conditional are termed as Not in Good Order (NIGO).

如果确定并非"in good order"/"in proper form"，一般会作出不予受理（"rejected"）的决定。
Forms received, not in good order, that cannot be resolved within 5 business days, will be rejected by mail to the participant/beneficiary.
