"received"
与此相关的一个词汇是"receive",前文隐约指出,"received"只表明收到相关的"filing",与"accepted"相区分。
但这是否表明,"receive"绝对不能作"受理"理解呢?请看以下两例:

"in good order"
一般来说,收到"filing"的机构在决定是否"受理"前,会进行初步审核。
这是一种形式审查,旨在确认相关的"filing"是否"妥善提交"(in good order)/形式符合要求(in proper form):
When the staff has determined the application is in good order, it will announce in a Public Notice that the application has been accepted for filing.

何谓"in good order"/"in proper form"实在是一个模糊不清的问题,要看具体语境中的界定:
Applications that are incomplete or inaccurate or ambiguous or conditional are termed as Not in Good Order (NIGO).
