define where the opposition team will clash the government team

1. response to the definition and set up from government team
   explain which part you agree and disagree.
   find some common ground , and find some part you are principlly disagree with

2. present team position and case

• base on the common ground and your principle, what is your team position and what you are going to defend? what will you prove ? and not prove? do you have specific policy against government side.
• what will I talk about and what is my partner talk about?

3. rebut government argument
   briefly conclude government argument, and then rebut each of them

4. present 1 or 2 arguments:
   like PM ,LO should present new arguments
