报错原因：numpy1-17-0版本过高，使用numpy-1.16-0版本即可
-----------tensorboard报错找不到--------------tensorboard.exe也没有
卸载了重装1.13.2版的tensorflow，可以运行tensorboard了，但仍报错。
解决方法：更改manager.py （路径为：XXX\site-packages\tensorboard\manager.py）
将红色的注释掉改为紫色的
