Foreign visitors should pay more than local visitors for cultural and historical attractions. It is a fact in many countries, especially in developing countries.
To some extent, this behavior is reasonable. Since local people pay taxes to the local government which is used in maintenance and operating charges of the cultural and historical attractions, they deserve ticket discounts. Also local residents need to go to some places more often than foreigners, such as temples, so the overall fare income from a local and a foreigner is nearly the same. Locals just buy many more fares in a lower price. It is fair.
This phenomenon is sometimes about religion and culture similarities. For example, Egypt’s attractions’ price is in two levels: the cheaper one is for locals and tourists from other Arab countries, and non-Arab countries’ visitors have to accept a higher fee. In India, there is a large price difference between locals and foreigners, but Nepal tourist are treated the same as Indians due to the similar cultural background.
Actually, the high charge of foreign tourists has a lot of shortcomings too. It is unfair and harmful to the reputation of the beauty spots. Visitors abroad will have a bad impression on them and even don’t go there to travel any more. Then the countries which have different fare levels will lose money in the end. Take India as an example, Taj Mahal, is a world-famous beauty spot. The ticket for a foreigner is 750 rupees while for a local 40 rupees. The outside environment is quite dirty and unpleasant. Foreigners even cannot find places to eat or drink. So if the foreigners pay more, they can get better service such as clean water supply, they will feel much better.
In my opinion, this difference is a kind of price discrimination which is widely used in any business. But clever price discriminations are about the service improvement or the discounts, not about the features that customers cannot change. Like the Disneyland, the expensive tickets have more priorities which both benefit the customers and the company.
Take an example in China: Yuntai Mountain in Henan Province has a discount to all women in the International Women’s Day which is not treated unfair to men. And the increase of tourists’ number is quite obvious which makes the owners of restaurants, hotels, souvenir shops very happy.
All in all, I feel that the price discriminations between the locals and foreigners are not necessary. If I meet, I will obey it but I probably never go there again.

文化历史景点会对外国游客收取比本国游客更高的价格，这个现象在某些国家，特别是发展中国家是存在的。
某种程度上，这种做法有其合理性，合理性在于：很多旅游景点的维护和运营经费是当地政府通过税收来承担的，本国人已经交过税了，所以理应获得门票费用的优惠。另外，有些景点，比如寺庙，本国人去的比外国人多得多，所以虽然对本国人有优惠，但整体上本国人和外国人给景点创造的收入是差不多的，相当于本地人用更便宜的价格买了更多而已，这是公平的。
这个现象有的时候是关于宗教及文化的相似性的。比如埃及的景点门票就分两档，对本地人和阿拉伯国家的人就要价便宜，对非阿拉伯国家的游客就要价高。再比如说印度，本国人和外国人的票价差很大，但尼泊尔的游客就可以享受印度人的待遇，因为他们文化相近。
当然，对外国游客收取过高门票也会有很大弊端，因为这会让游客认为他们受到了不公平对待，影响他们对当地的印象，这可能导致一部分人不愿意去当地旅游，从而影响了当地的旅游业收入。价格高服务也没有对应的高，举个印度的例子，泰姬陵，本国人的门票才40卢比，而外国人要750卢比。外面的环境很差，外国游客甚至很难找到吃饭饮水地方。如果外国游客多付钱，能享受到更好的服务，这还好一点。
我认为，这种价格差异是一种在商业中很常见的概念，叫做价格歧视。但是聪明的价格歧视意图是通过提高服务质量或者打折来留住客户，而不是用客户无法改变的特点去收高价。就像迪士尼乐园，高价的票是享有优先权的，这对企业和游客都有好处。
举一个中国的例子，河南的云台山在妇女节期间对于所有的女性游客都是打折的，这并不会让男人觉得特别不公平，毕竟是过节嘛。而且这样增加的游客数量是很客观的，让附近的餐馆、宾馆和纪念品商店的老板都可开了花。
总结一下，我觉得针对本国和外国游客的价格歧视很没必要，如果我碰上了，那就遵守好了，不过我很可能不会再去第二次了。
