    We shall attach close importance to the weather and air quality during APEC week-long meeting. All government departments such as department of climate and environmental protection should enhance collaboration among each other against emergency situation and work on weather forecast and contingency plans. Once detecting air pollution, we should take suggestive and mandatory measures immediately to cut down emission. We must promptly issue forecasts and warnings to the public, urge businesses and social institutions to actively deal with their pollution problems and reduce emission, and encourage the whole society to participate in the battle against air pollution. During APEC meeting, odd- and even-number restriction on all the vehicles in Beijing will be taken based on their license plates. To alleviate the pressure of environment and transportation, organizations in Beijing including the central government, national departments, public institutions, social groups, as well as other departments of Beijing government shall be put on a leave from 7th to 12th November.
